Liham ng Pagkakaisa: Mga Pilipino sa U.S. Hinihikayat ang Makataong Philippine Budget

Kami ay mga manggagawang Pilipino, mga migrante, manggagawang pangkalusugan, mga kabataan, at iba pang miyembro ng komunidad sa U.S. na hinihikayat na maipasa ang isang makataong badyet sa Pilipinas.

Ang badyet ng Pilipinas ay may direktang epekto sa mga Pilipino sa ibang bansa. Ang aming komunidad (marami ay Philippine Nationals pa rin) ay madalas na nakakaranas ng karahasan sa anyo ng di-makatarungan at ilegal na pamamalakad sa trabaho, human trafficking, hate crimes, pagkawala ng tirahan dahil sa mga kalamidad, at marami pang iba. Ngunit kapag kami’y humihiling ng tulong at serbisyong nakatakda para sa amin mula sa gobyerno ng Pilipinas, kami ay hinaharap ng kawalan ng malasakit, pagpapabaya, at minsan pa nga ng poot.

Ang simpleng serbisyo ng konsulado ay nananatiling mabagal, hindi epektibo, at hindi abot-kamay para sa maraming Pilipinong manggagawa, lalo na yung mga hindi naninirahan sa mga lungsod kung saan may mga konsulado.

Ang wastong paglalaan ng pondo at kawani para sa paglilingkod sa mga Pilipino sa ibang bansa ay huli sa responsibilidad ng Kongreso ng Pilipinas at ni Pangulong Marcos, na siyang pipirma ng pambansang badyet sa batas. Ikinababahala namin na makita ang daan-daang bilyong piso na inilalagay sa mga lihim na Confidential at Intelligence Funds, pork barrel, pagbabayad ng utang, at pati na rin sa pondo para sa mga ahensiyang nang-aapi at nang-aatakeng sa aming mga kababayan.

Ipinagdidiin namin ang pagdirekta ng isang makataong-badyet patungo sa:

1. Sapat na pondo at kawani upang maibigay ang maagap at abot-kamay na mga serbisyong kinakailangan ng mga Pilipino sa ibang bansa, tulad ng pagre-renew ng pasaporte, proseso ng dual-citizenship, civil registry, kampanya para sa overseas voting, at iba pa.
2. Sapat na pondo para sa Assistance to Nationals Fund ng Department of Foreign Affairs, at sa AKSYON Fund ng Department of Migrant Workers para sa mga Pilipino sa ibang bansa na nangangailangan, lalo na sa mga biktima ng mga sumusunod ngunit hindi limitado sa:
   • Biktima ng trafficking
   • Biktima ng pagnanakaw sa sahod at iba pang uri ng pang-aabuso sa trabaho
   • Biktima ng karahasan sa loob ng tahanan
   • Biktima ng karahasan at diskriminasyon dahil sa galit
   • Biktima ng kalamidad at likas na mga sakuna

3. Pondo para sa mga opisina ng konsulado sa mga lugar na may mataas na bilang ng mga Pilipino.
4. Pondo para sa pagkain, kabuhayan, edukasyon, pangangalaga sa kalusugan, at mga serbisyong panlipunan para sa aming mga pamilya at mga mahal sa buhay na nagdaranas ng hirap sa Pilipinas.

Alam namin ang pagtaas ng aming kolektibong boses ay maaaring magdulot ng pagbabago, lalo na matapos bawasan ang mga pondo ng Confidential Funds mula sa Department of Education at Office of the Vice President matapos ang malawakang protesta.

Patuloy naming pipilitin ang mga konsulado ng Pilipinas, ang embahada, ang aming mga mambabatas sa Kongreso ng Pilipinas, at si Pangulong Marcos sa pamamagitan ng pagpapalakas ng kilusan para sa makataong badyet hanggang sa mapakinggan at matugunan ang aming mga hiling.

Unity Letter: Filipinos in the U.S. Demand a Pro-People Philippine Budget

We are Filipino workers, migrants, healthcare providers, youth, and other members of the community in the U.S. demanding a pro-people budget be passed in the Philippines. 

The Philippine budget has a direct impact on Filipinos overseas. Our community — many of whom are still Philippine nationals — regularly experience violence in the form of unjust and illegal labor practices, trafficking, hate crimes, displacement from natural disasters, and much more. Yet when we seek the assistance and services entitled to us from the Philippine government, we have been met with apathy, neglect, and even hostility. 

Even provision of simple consular services remain slow, inefficient, and inaccessible for many working Filipinos, especially those who do not live in cities where consulates are physically based. 

Allocating enough funding and staffing for serving the Filipino community overseas is ultimately the responsibility of the Philippine Congress and President Marcos, who will sign the national budget into law. We are angered to see hundreds of billions of pesos being placed in secret Confidential and Intelligence Funds, pork barrel, debt payment, and even to fund agencies that harass and attack our people. 

We demand a people’s budget that instead redirects such funds toward: 

1. Sufficient funding and staffing to provide the timely and accessible services overseas Filipinos need such as such as passport renewals, dual-citizenship process, civil registry, overseas voting outreach, etc.;
2. Sufficient funding for the Department of Foreign Affairs’ Assistance to Nationals Fund, and the Department of Migrant Workers’ AKSYON Fund for overseas Filipinos in need especially to those victims of the following but not limited to:
   • Victims of labor/human trafficking
   • Funding for consular offices in areas with high concentrations of Filipinos;
   • Funding for food, livelihood, education, health care, and social services for our families and loved ones facing hardship in the Philippines. 
   • Victims of wage theft and other forms of workplace abuse
   • Victims of domestic violence 
   • Victims of hate-related violence and discrimination
   • Victims of disasters and natural calamities;
3. Funding for consular offices in areas with high concentrations of Filipinos;
4. Funding for food, livelihood, education, health care, and social services for our families and loved ones facing hardship in the Philippines.

We know that raising our collective voice can make a change, especially after confidential funds were cut from the Department of Education and Office of the Vice President after widespread protest.

We will continue to put pressure on Philippine consulates, the embassy, our legislators in Philippine Congress, and President Marcos by building the movement for a pro-people budget until our demands are heard and met.
